Bike for mature beginner

What guidance do folks have on the following question.

What displacement motorcycle do you recommend for a mature (50's) beginning rider who 1) has never owned a motorcycle but has an endorsement, 2) has only ridden 6 hours off streets on a 250cc, 3) will likely use it for commuting and day-trip cruising?

I've been advised that a 250cc is a good starting size but that I will soon want to go over 500cc probably more like over 750cc. Should I start at 250cc and then upgrade in a few months or start with a larger size?
